Our Approach to Malta

Seagull Maritime Ltd is a Maltese company, registered in Malta, operating under a group of international management system standards. This section sets out how we have chosen to engage with the Licensing Board — openly, proactively, and on the front foot.

Stance
This is a voluntary compliance pack. We are not waiting for a request — we are making everything the Schedule asks for available, in one organised place, so that a reviewer can see the state of our system at a glance. If the Board wishes to issue interim recognition, we are ready. If the Board wishes to conduct a formal review, we are ready.

Why this portal exists. Seagull Maritime has operated in Malta since 2011 (company registration C/54665/2011) and has built a group-wide management system that speaks directly to the requirements of S.L. 480.05 — the Licensing of Private Maritime Security Companies Regulations. Rather than wait for a licensing question, we have collated the evidence the Licensing Board would expect to see and organised it against the Schedule to those Regulations.

What this is not. This is not a formal application. It is not a legal submission. It is a structured, confidential briefing pack — prepared on our own initiative — that allows any authorised reviewer to walk through the evidence we hold, in the order the regulations set out.

How we operate in practice. Seagull deploys PCASP through a combination of Maltese corporate structure, internationally-recognised accreditation, and region-specific operating procedures. Every armed deployment is governed by a group Rules on the Use of Force procedure, supported by pre-deployment risk assessment, client vetting, and personnel competence verification.

Our cooperation posture. We welcome scrutiny. We answer questions promptly. Where a reviewer identifies something they would like to see strengthened or clarified, our default answer is yes. The management system on show in this portal is reviewed continuously — and a live feed of updates is maintained in the Live section.

Live updates. The Live section carries a rolling record of document changes and new releases — so a returning reviewer can see at a glance what has moved since last visit.
