Position statement
On the Rules on the Use of Force
Seagull Maritime's Rules on the Use of Force (SM/OPS/PRO/001) is a group-authored procedure, not a derivative of any legacy industry model. It is built on the Voluntary Principles on Security & Human Rights, the International Code of Conduct for Private Security Service Providers (ICoCA), and the Montreux Document. It is the principal governance instrument for every armed deployment, supported by RUF training for every PCASP, and reinforced by pre-deployment briefings, signed Statements of Understanding, and post-incident reporting discipline.
Release of operational documents. SOPs and the RUF are operationally sensitive and are not distributed beyond client and authorised regulator channels. Where the Licensing Board wishes to review a particular SOP, procedure, or annex, we will provide read-only access or a hard copy under the usual confidentiality terms — promptly and without gatekeeping.
