The S.L. 480.05 Schedule requires personnel details — qualifications, training, experience. Seagull operates a closed competence loop where every PCASP deployed under group scope is vetted, trained, verified and tracked through a single competence matrix.

Vetting
Pre-Employment Screening
Identity, right to work, military / law enforcement service records, background checks, reference verification, sanctions screening against OFAC, UK and EU lists.
Qualification
PCASP Baseline Training
Approved PCASP training course, maritime security awareness, firearms competence, medical / first aid (CasEVAC), fire safety, and RUF understanding.
Induction
Group Induction Courses
PCASP MS Awareness, New Staff Induction, ISO 45001 Awareness, Human Rights & VPSHR, SOPs & RUF — every PCASP enrolled on the group LMS.
Ongoing
Continuous Competence
Annual refresher, pre-deployment brief, post-task debrief, discharge reporting, incident investigation, appraisals, and the Training & Competence Matrix (SM/INT/REG/008).
The competence loop. No PCASP deploys without a completed competence record. The Group Compliance Director has individual sign-off authority on deployment readiness, supported by the Training & Competence Matrix, the LMS course completion log, and the operational tasking system (1Clearview ERP). A missed course closes deployment eligibility until corrected.

The PCASP Roster

An anonymised snapshot of the PCASP pool deployed or booked under Seagull Maritime's scope. The roster changes daily as personnel rotate and tasks complete — this is a point-in-time view. Named roster, qualifications detail and deployment history would be made available as part of any formal licence application or approval, under confidentiality.
